Rosita "Rose" Liban Pagulayan

Rosita "Rose" Pagulayan, 89, passed away peacefully on February 4, 2026, surrounded by her loving family.

Born to Mateo and Hermogena Liban, Rosita was married to the late Maximino R. Pagulayan for 39 years. Rose was a devoted wife, mother, lola, sister, and friend. Her greatest joy was her family. She prayed faithfully for each family member and was the quiet backbone of every celebration. She dedicated over 30 years of service to the Tuguegarao City government, touching countless lives with her patience and compassion.

She is survived by her children, Kenneth (Larry), Kyran (Faye), and her beloved grandchildren, Kyle, Kevin (Lauren), Keith, Kjana, Kristen, and Kaitlyn; and her beloved great-grandchild, Sophia Rose.

Rose's legacy is one of faith, generosity, and unconditional love. Though our hearts ache in her absence, we rejoice in knowing she is at peace and united with the Lord she faithfully served.

A viewing will be held on February 26, 4:30–8:00 PM, February 27, 4:30–5:30 PM; a memorial service on February 27, 5:30 PM; and a funeral service on February 28 at 10:00 AM. All events are at East Lawn Elk Grove Mortuary, 9189 East Stockton Boulevard.

She will be dearly missed and forever remembered.
