Peggy Mei Ying Chan (蔡眉影) was born April 21, 1943 and passed away peacefully on July 9, 2025 in Sacramento. She was born in Ningbo, China to Thomas Torng-Mei Tsai (蔡同楣) and

Chin-Yuen Yang Tsai (蔡楊倩雲), the 3rd child and only daughter in a family with 5 other brothers. The family moved to Taiwan when she was little. She attended Catholic school and graduated from Providence University in Taichung. In an amazing moment, she met her future husband Frank Chan, also studying in Taiwan. After marrying, they had their first child, Steve in Hong Kong. After emigrating from Hong Kong to California, Peggy and Frank had their second child, Ronald in Sacramento.

With a young family and little income, Peggy worked at Bank of America while Frank got his advanced Structural Engineering degree. During those challenging years she used her perseverance, cleverness, and wisdom to not only nurture a family, but have it flourish. She found her career as a social worker for the County of Sacramento where she worked until 2003. After retirement, Peggy focused her time and energy on her art, travel, and her grandchildren.

She is survived by her husband Frank, her son Steve (Taryn) of Sacramento, CA with his children Sophia and Aiden, and her son Ronald (Fannie) of Lafayette, CA with his sons Ryan and Kyle, as well as her brothers Warren, Steve, and Jeffery. She was preceded in death by her parents, and brothers Andre and Conrad. Peggy’s memory will be cherished by all her loved ones, family and friends.
