JoAnn passed away peacefully in Carmichael, California, on August 8, 2025—just five days after reaching her 90th birthday.
Born in Woodland, California, she moved to Sacramento in 1946 and graduated from Sacramento High School in 1953. After several years as a stay-at-home mother, JoAnn began her career with the State of California, where she worked for over three decades before retiring from the Department of Education in 1997.
A gifted artist, JoAnn’s beautiful paintings are proudly displayed in the homes of numerous family members. She had a love for gardening, crafting, and painting, as well as caring for her beloved pets—especially Dudley. She enjoyed adventure and horror films, volunteering at the Casa, Bunco, and attending Broadway theater productions with friends. She was also a proud member of Sacramento Rainbow Girls and the Red Hat Society.
JoAnn was preceded in death by her children, Sheryl Rushing and Sean Collins; granddaughter Tiffany Collins; parents Marybelle and Jess Parker; brother Dan Parker; sister-in-law Dee Parker; and husbands Richard Collins and Floyd Rogers. She is survived by her granddaughter Jessica Segerman (husband Ryan); great-grandchildren Austin, Brooke, Maddie and Mason; brother Tom Parker; and sister-in-law Angela Parker, who cared for her during the final years of her life. She will be deeply missed by her family, friends, and the Winding Commons community.
A private graveside service for family will be held. In lieu of flowers, donations in JoAnn’s memory may be made to the American Diabetes Association or charity of your choice.
