Born January 26, 1925 in Freeport, CA to Gone Sing and Lum Shee Owyang, passed away peacefully on July 3, 2025 in Sacramento, age 100. He is deeply missed by his wife of 55 years June Owyang, his son Steven Owyang (Mami), his daughter Kristen Chen (Darrin) and his 5 grandchildren: Ken and Daniel Owyang and Kaitlyn, Keira, and Kalia Chen. He is survived by his sister-in-laws: Bessie Owyang and Dorothy Som, brother-in-laws: Gilbert Wong and Phillip Wong (Joanna), and many nieces and nephews and great nieces and nephews. He was predeceased by his brothers: Chung Gun, Ah Lum, Charles (Violet), William, Henry, and Frank Owyang and sisters: Marion Wong (Sing), Kathryn Leong (Henry), and Ida Toy (Harry).
James grew up in the Delta on various ranches along the Sacramento River. Growing up he enjoyed exploring and helping on the family farm, going fishing and going duck hunting. He served in the U.S. Army as part of the Military Police during World War II, stationed in Germany from 1944 to 1946. For his service he was awarded several medals including the Bronze Star Medal and later the Congressional Gold Medal. After his honorable discharge, James took advantage of the G.I. Bill to further his education. James began his career as a draftsman, first with the Federal Government and later with the State of California. He worked for Caltrans and then the Department of Water Resources, dedicating 36 years to public service. In 1969, James married his beloved wife June, and they built their life together raising their family in Sacramento. James had many hobbies over the years, including fishing, gardening, and traveling. After retiring in 1991, he discovered a passion for bowling and Tai Chi in the park. More than anything, he cherished spending time with his grandchildren. In his later years, as he slowed down, he developed a fondness for watching baseball and tennis. His universal sign during his last years was giving a thumbs up which always brought a smile to everyone. His parting words were “Be good.”
Family and friends are respectfully invited to his funeral service on Saturday July 19, 2025 at 11am at East Lawn Mortuary 4300 Folsom Boulevard Sacramento, CA 95822.
