James H. Finnegan was born in Madera, California in 1940. He worked for the California Department of Transportation as a Chief Appraiser among other key positions, including Legislative Representative.
He operated a consulting business and provided project management services where he developed several IRWA (International Right of Way Association) courses and seminars.
Jim was Senior Vice President of the western division at Universal Field Services Company. His projects included the BART SFO Extension Project, the Santa Clara Valley Transportation Authority Light Rail Expansion, and the Central Phoenix - East Valley Light Rail Project.
Jim received the International Right of Way Lifetime Achievement Award, the prestigious Louise L. and YT Lum Award, and the Dan Beardsley Memorial IRWA Builder Award (visionary leader and educator). He was the Chapter’s Professional of the Year four times and was a Frank C. Balfour Professional of the Year finalist four times. He also served as President of the Universal Right of Way Association.
Finnegan earned a bachelor’s degree in Business Administration from Fresno State University, a master’s degree in Pubic Administration from California State University Sacramento, and a real estate brokers license. Jim taught Business Management at American River College as well as courses in the International Right of Way Association.
Jim ran the Boston Marathon and IRWA Finnegan Fun Run. This tradition named after Jim still continues.
In retirement, Jim was a member of the Capital AARP Response Team where he had the opportunity to influence California legislation focusing on housing and transportation issues. He was an instructor for the AARP Senior Driver Safety Program. He also volunteered at the Nimbus Fish Hatchery.
Jim resided in Sacramento, California where one of his hobbies included gardening. His roses were noted for their beauty. Jim enjoyed a 60 year marriage and will be missed greatly by his wife, his brother Tom and family, and many friends.
