Born on September 19, 1946, in Shreveport, Louisiana, Arthur was the beloved son of Arthur Jay McLaughlin and Cora Smith Cousin. He grew up alongside his sisters Cora Catherine and Mary Ethelyn.

Arthur's life was marked by dedication and service.
